Before discussing the case let us have a overview of the company so Cognizant is an American multinational corporation that provides IT services, including digital, technology, consulting, and operations services. ... It was founded as an in-house technology unit of Dun & Bradstreet in 1994, and started serving external clients in 1996.
Cognizant’s construction project in Chennai, referred to as the Knowledge Industry Township (KITS) campus, represents the company’s largest owned facility in India, encompassing 2.7 million square feet with a capacity for approximately 17,500 employees. Cognizant engaged a contracting firm to build the facility and obtain all necessary government permits. Construction began in 2011 prior to the issuance of a required planning permit.

According to reports by Daily Mint , Cognizant had bribed government officials to secure permits , ranging from environment cleanliness to power to build it's technological campus.
The case came into limelight when Cognizant made confession to the US - SEC(security exchange commission).
Although they did agree to pay penalty of $25mn for the case but the big question that arises here is how unethical was it of Cognizant to take such step. Getting your work done through brinary that too in some other country.
These kind of unethical and unfair practices leads to the downfall of businesses.
But the good thing is that they accepted it and are taking all the necessary measures to ensure top notch anti corruption compliances.
